VOPAC

The Virginia Optometric Association's Political Action Committee (VOPAC) is governed by a separate Board of Directors appointed by the VOA President. VOPAC provides contributions to campaigns for candidates and incumbents to the Virginia State Senate, House of Delegates, Governor, Lt. Governor and Attorney General. Contributions to incumbents and candidates is based on their relationship with the optometric profession, voting records, and commitment to quality eye and vision care services.

VOPAC is a separate segregated fund and is registered with the Virginia State Board of Elections. All contributions are voluntary and are not tax deductible. Personal, business and corporate checks for contributions to VOPAC are permitted by State law. Donations written by a business account will be reported to the State Board of Elections from the business and not the individual.  Your decision to contribute will not result in an advantage or disadvantage in your relationship with VOA or VOPAC. State laws request that PACS use the best efforts to obtain and report  the name, mailing address, occupation, and employer of each individual who contributes more than $100 in a calendar year.

LLF

The VOA LLF (Legal Legislative Fund) is governed by the VOA Board of Trustees. Contributions are voluntary and may be tax deductible as a business related expense (but not as a charitable contribution). The LLF is used to assist in offsetting costs for the VOA to represents its members' interests in legal, legislative and regulatory issues.

VOPAC CONTRIBUTION POLICY

At the beginning of every year, the VOA reviews PAC laws to ensure that the VOA is compliant.  When reviewing the 2020 PAC contribution policies, we noticed that the VOA needs to make changes in how money is collected and reported.  The VOA will start charging VOPAC contributions separately from dues, conference registration fees and contributions to the Legal-Legislative Fund.  

Contributions to VOPAC

  • All PAC checks should be payable to VOPAC (not the VOA). Please do not include in your VOA dues check.
  • All VOPAC credit card contributions will be processed separately and deposited directly into the VOPAC bank account. 

Reporting to the State Board of Elections

All the following procedures are required by the State Board of Elections. 

If a contribution is made by check:

  • The name and address of the person/company on check will be the information entered into the State Board of Elections reporting system.
    • Example: VOA Eye Care Inc. makes a VOPAC contribution by company check in the amount of $3,000 for Sarah Keeney, Bo Keeney, and Laura McHale.  The contributor reported to the State Board of Elections is VOA Eye Care Inc. for $3,000.  The VOA database will reflect a contribution of $1,000 for Sarah Keeney, $1,000 for Bo Keeney, and $1,000 for Laura McHale for a total of $3,000.
    • Example 2: Sarah Keeney, Bo Keeney, and Laura McHale all work at VOA Eye Care, Inc.  Bo Keeney writes a personal check to VOPAC in the amount of $3,000 for contribution from Sarah Keeney, Laura McHale, and himself.  The contributor reported to the State Board of Elections is Bo Keeney for $3,000.  The VOA database will reflect a contribution of $1,000 for Sarah Keeney, $1,000 for Bo Keeney, and $1,000 for Laura McHale for a total of $3,000.

If a contribution is made by credit card:

  • The name of the person/company on credit card will be the information entered into the State Board of Elections.
    • Example 1: VOA Eye Care Inc. makes a VOPAC contribution by corporate credit card in the amount of $3,000 for Sarah Keeney, Bo Keeney, and Laura McHale.  The contributor reported to the State Board of Elections is VOA Eye Care Inc. for $3,000.  The VOA database will reflect a contribution of $1,000 for Sarah Keeney, $1,000 for Bo Keeney, and $1,000 for Laura McHale  for a total of $3,000. 
    • Example 2: Sarah Keeney, Bo Keeney, and Laura McHale all work at VOA Eye Care, Inc.  Bo Keeney makes a VOPAC contribution by a person credit card in the amount of $3,000 for contribution from Sarah Keeney, Laura McHale, and himself.  The contributor reported to the State Board of Elections is Bo Keeney for $3,000.  The VOA database will reflect a contribution of $1,000 for Sarah Keeney, $1,000 for Bo Keeney, and $1,000 for Laura McHale  for a total of $3,000.

The following information must be obtained and retained from each contributor and retained on file: Name, street address, city, state, zip code, occupation, employer, place of employment (city), contribution amount and U.S. Citizen or Valid Green Card.

A: Individuals and Corporations

Q: Is there a limit on the amount of money that one can contribute?
A: No, there is not a limit.  You may contribute as much as you would like to. 

Q: Can I give anonymously to a PAC?
A: No, when contributing to a PAC you must provide the following information: Name, street address, city, state, zip code, occupation, employer, place of employment (city), contribution amount and U.S. Citizen or Valid Green Card.

Q: Are PACs tax deductible:
A: No

Q: Does VOPAC follow state or federal guidelines?
A: Federal and State PAC laws are different, VOPAC is state only.
